talking, is true for reading.

As a result of the accelerated process of brain and neural development
during the first years, it turns out that the best time for learning
the basic structure of language is between infancy and about four years
of age. Of course, kids can still learn beyond that, but at a lower
efficiency. That's why the time between infancy and four constitutes a window of opportunity,
a fertile period during which the child can learn at the fastest pace.
